What Is Microsoft 365 E7?

Microsoft 365 E7 is the first new top-tier enterprise SKU in a decade. Announced March 9, 2026 and generally available since May 1, 2026, E7 consolidates four separately licensed products into a single plan at $99/user/month ($90.45 without Microsoft Teams). Microsoft calls it the "Frontier Suite" because it bundles everything an organization needs to deploy AI assistants and autonomous agents at enterprise scale.

The pitch is straightforward: instead of buying E5, then adding Copilot, then bolting on identity governance, then licensing a separate agent control plane, you get one SKU that covers all four. Work IQ

Work IQ is an intelligence layer that maps organizational context. It understands reporting structures, project associations, and communication patterns across Microsoft Graph to make Copilot responses more relevant to your actual work. Instead of generic suggestions, Copilot grounded by Work IQ can reference the right colleagues, documents, and workflows based on how your organization actually operates.

Copilot Cowork

Copilot Cowork is Microsoft's autonomous multi-step task execution engine, currently in Frontier/Research Preview. Unlike standard Copilot, which responds to one prompt at a time, Cowork takes a high-level goal and autonomously plans, executes, and delivers across Outlook, Teams, Excel, PowerPoint, and SharePoint. It runs in the background for hours on long-running projects. Cowork represents Microsoft's first serious move toward agentic AI inside the Office productivity suite. Microsoft has not disclosed which foundation models power Cowork; early previews route through Azure OpenAI Service, but the underlying model pipeline may change before general availability. SharePoint Advanced Management for Copilot

This is the governance layer that organizations deploying Copilot at scale have been asking for. It provides fine-grained controls over which SharePoint sites and document libraries Copilot can access, helping prevent the permission debt problem where Copilot surfaces sensitive files (salary data, HR records, financial projections) to anyone authorized to ask. These go beyond the basic personal insights available in lower tiers, providing organizational analytics on meeting culture, collaboration patterns, and AI adoption metrics. For organizations trying to measure whether Copilot is actually delivering ROI, this is the measurement tool.


The Real Cost of E7

The $99/user/month figure is the per-seat licensing cost. It is not the total cost. Every organization deploying AI agents will encounter consumption-based charges that sit outside the E7 license:

  • Copilot Studio credits: $200/tenant/month for 25,000 credits, or $0.01/credit on a pay-as-you-go basis.
  • SCU overages: Security Compute Units for Security Copilot cost $6/SCU when you exceed your provisioned allocation. That is 50% more than the provisioned rate.
  • SharePoint agent interactions by unlicensed users: $0.12/question when external partners or customers interact with your SharePoint-based AI agents.
  • Azure AI Foundry tokens: Custom model inference costs billed through your Azure subscription at standard rates.

The honest recommendation for most E5 customers right now: add the $30/month Copilot add-on and watch how adoption develops over the next two quarters. If daily active usage crosses 60% of licensed seats and your identity/ZTNA roadmap points toward Entra Suite, run the E7 math at your next EA renewal. Jumping to E7 before you have validated Copilot adoption is paying a premium for optionality you may not exercise.


What to Watch

E7 is two weeks old at general availability. Several things remain unresolved that will shape whether this SKU delivers its promised value:

Consumption Cost Clarity
Microsoft has not published a total cost of ownership (TCO) calculator for E7 that includes consumption costs. The $99 sticker price is easy to model in a budget. Copilot Studio credits, SCU overages, and Azure AI Foundry token costs are not. Until organizations have 2-3 quarters of production consumption data, the actual cost of E7 is an educated guess.
Discounting Patterns
Large EA renewals rarely happen at list price. Microsoft historically discounts E5 by 15-30% for enterprise agreements with 5,000+ seats. Whether E7 will see similar discounting, or whether Microsoft holds the line on the new SKU, will determine whether E7 is competitively priced for large deployments.
Feature Maturity at Launch
Copilot Cowork is in Frontier/Research Preview, not general availability. Work IQ is new and unproven at scale. Agent 365 is a net-new control plane with limited production track record. Organizations buying E7 at launch are paying GA pricing for features that are still in preview or early maturity.
Agent Execution Pricing Will Evolve
The $0.01/credit and $6/SCU pricing for agent execution is launch pricing. As agentic AI workloads scale and Microsoft's infrastructure costs decrease with model efficiency gains, these rates will likely change. Lock in committed-use discounts if your contract allows it.

Microsoft 365 E7 inherits your existing Microsoft 365 security and compliance policies. Data processed through Copilot is not used to train foundation models. However, queries routed through Anthropic's Claude models (used for Copilot Cowork) are processed on AWS/GCP infrastructure in the United States under Microsoft's DPA.
