Both E5 and E7 include the full Microsoft Defender stack (Endpoint P2, Office 365 P2, Identity, Cloud Apps) and Purview (DLP, eDiscovery, Information Rights Management, Insider Risk). The security baseline is identical. The difference is the AI layer on top.

Maturity Warning

Agent 365 reached general availability on May 1, 2026. Most organizations will need 6-12 months to build governance frameworks, test agent workflows, and train staff before deploying autonomous agents in production. Paying for E7 now to get Agent 365 access is paying for a capability you likely will not fully use until late 2026 or early 2027. The exception: organizations with mature Copilot Studio deployments that are ready to extend into agentic workflows immediately.

Depends E7 wins on paper -- Agent 365 and Copilot Cowork are E7-exclusive. But most organizations are 12-18 months from production-ready AI agent deployments. Pay for the capability when you are ready to use it, not when Microsoft makes it available.

Hidden Consumption Costs

The $99 flat rate is not entirely flat. Both E5 and E7 have consumption-based services that sit outside the per-user license. These costs are easy to miss in an E5 vs E7 comparison because they apply to both SKUs.

  • Azure consumption for Copilot Studio agents: Custom connectors, Power Automate flows, and Dataverse storage trigger Azure metering. E7's Agent 365 will likely increase this consumption as you deploy more autonomous workflows
