Absolutely. Scale the complexity to fit your organization, but the principles remain the same. A 50-person startup using AI for customer support needs governance just as much as a Fortune 500 — the charter is just shorter.
Annually at minimum. Major triggers for off-cycle updates: significant regulatory changes (like EU AI Act enforcement milestones), new AI risk patterns, organizational restructuring, or post-incident lessons learned.
A cross-functional team: Legal, IT/Engineering, Business Leadership, Compliance, and Ethics representatives. Executive sponsorship from C-suite is non-negotiable — without it, the charter lacks teeth.
