The Infrastructure Lock-In: How Frontier Labs Are Pre-Buying the Next Wave of AI Capacity

Anthropic just confirmed a 3.5 gigawatt compute agreement with Google and Broadcom, capacity not expected online until 2027. That timeline gap is the story. Frontier labs are no longer competing primarily on what their models can do today; they're competing on who controls the physical infrastructure to build the models that don't exist yet.

The numbers from Anthropic’s April 2026 announcements are striking on their own. A reported $30 billion annualized revenue run rate. More than 1,000 enterprise customers each reportedly spending over $1 million annually. A compute deal that, if the 3.5 GW figure holds, would represent one of the largest single infrastructure commitments a frontier AI lab has made publicly.

But the number that matters most isn’t the ARR. It’s 2027.

That’s when the Google-Broadcom TPU capacity is expected to come online, according to Anthropic’s official blog, which confirmed the agreement in its own language: “We have signed a new agreement with Google and Broadcom for multiple gigawatts of next-generation TPU capacity that we expect to come online…” The specific 3.5 GW figure was reported by Tom’s Hardware. Anthropic locked in resources it doesn’t need today for a competitive position it’s trying to own tomorrow.

The revenue milestone in context

Anthropic’s reported $30 billion ARR, attributed to reporting by the Wall Street Journal and Bay Area Times, represents a roughly 3x increase from an approximately $7 billion late-2025 baseline. An earlier cross-reference figure of approximately $19 billion is most likely a prior reporting period snapshot rather than a conflicting estimate. The $30 billion figure is reported, not confirmed via primary financial document, but its directional significance holds regardless of the precise number.

At that run rate, Anthropic’s reported pace would exceed OpenAI’s separately reported $2 billion monthly figure. That comparison is inferential, the two numbers come from different sources and different reporting periods, but the directional shift is real. Eighteen months ago, this wasn’t a race. Now it is.

The enterprise segment is where that shift is happening. Anthropic reportedly serves more than 1,000 customers at the $1 million-plus annual spend threshold. That cohort generates predictable, contractual revenue, exactly the kind of base that supports multi-year infrastructure commitments. You don’t sign a deal for capacity that comes online in 2027 unless your revenue visibility extends at least that far.

The anatomy of the compute deal

Three entities. One transaction. Google contributes the TPU hardware. Broadcom handles the supply agreement structure. Anthropic is the buyer. The arrangement is notable for what it isn’t: Anthropic isn’t building its own chips or its own data centers for this capacity. It’s buying access to someone else’s infrastructure at scale.

That’s a deliberate posture. Building proprietary chip capacity takes years and capital that Anthropic would rather direct toward research and enterprise sales. Buying compute from Google means accepting some dependency on a strategic partner that also competes in the AI market directly. Anthropic is making a calculated bet: that access to the right compute, even from a competitor, is more valuable than the independence of owning it outright.

The 3.5 GW scale matters operationally. For reference, a large hyperscale data campus typically consumes somewhere in the range of 100-300 megawatts. Anthropic’s agreement is for capacity roughly 10-35 times that range. This isn’t incremental. It’s a commitment to a fundamentally different order of magnitude of training and inference capability.

The pattern this cycle reveals

Amazon’s CEO Andy Jassy confirmed a $200 billion capital expenditure commitment for 2026, up from $131.8 billion in 2025, with the vast majority directed toward AWS and AI-specific hardware. Oracle reportedly set a $50 billion capex target for 2026, directly tied to data center expansion, while simultaneously restructuring approximately 30,000 positions to fund the shift. And the IEA’s 2026 report projects that global hyperscaler capex will increase approximately 75% in 2026, following $400 billion in 2025 spending.

Three different entities. Three different positions in the AI value chain. One shared direction: capital is moving toward physical infrastructure at a pace and scale that has no recent precedent.

The IEA data frames the demand side of this equation. AI-specific data center energy demand increased approximately 50% in 2025, compared to 17% growth in total data center electricity use. By 2030, the IEA projects AI-focused demand to reach approximately 465 TWh, roughly a tripling. The infrastructure commitments in this cycle are a supply-side response to a demand curve that the IEA’s modeled projections suggest is only beginning.

Who controls the chokepoints

The infrastructure lock-in pattern creates a set of structural constraints that matter for every entity that isn’t a hyperscaler or a well-capitalized frontier lab.

Compute access. Multi-gigawatt agreements consume chip production capacity years in advance. Smaller AI companies and enterprise AI teams building on top of foundation models will increasingly find that GPU and TPU availability is priced and scheduled around commitments like Anthropic’s. The spot market for compute, already expensive, gets more constrained as these agreements expand.

Energy availability. This is the constraint that infrastructure capital cannot simply buy its way past. The IEA’s 2026 report makes the mismatch explicit: demand is growing at 50% annually in the AI-specific segment, while total grid capacity grows far more slowly. Vendor concentration risk. For enterprise AI buyers, the infrastructure consolidation has direct procurement implications. A supplier generating $30 billion in ARR and locking in compute years in advance is a supplier with significant pricing power in future contract negotiations. Enterprise teams evaluating multi-year AI vendor commitments should factor in not just current API pricing but the structural advantages that large compute agreements confer on frontier labs that hold them.

The 2027 gap

Between now and when Anthropic’s Google-Broadcom capacity comes online, the competitive landscape doesn’t pause. Anthropic operates on its current infrastructure. Rivals continue building. The agreement is a bet on a future state, not a present-day capability.

Two risks sit in that gap. First, build timelines slip. Infrastructure at this scale involves permitting, grid interconnection, hardware manufacturing, and commissioning sequences that routinely extend beyond initial projections. Second, model capability trajectories shift. Capacity committed for 2027-era AI use cases may not align with what the actual competitive frontier requires by that date.

Anthropic’s leadership presumably has modeled both risks and judged the cost of inaction – arriving at 2027 without committed capacity, to be higher than either build risk. That judgment is the deepest signal the deal sends.
