Companies with Meta’s infrastructure can absorb the fixed costs of internalized operations in ways that smaller labs cannot.

*Quality and consistency control.* Internal teams working on proprietary tooling, under direct management supervision, with access to the full model context, can provide more consistent annotation and evaluation than distributed contractor networks working to specification documents. For safety-critical evaluation tasks, especially as models become more capable, the internal control argument becomes more compelling.
