Outlook: What the State-Federal Tension Resolves To

The White House framework’s preemption recommendation could eventually become federal legislation. If it does, and if that legislation is genuinely preemptive, it would simplify the compliance landscape considerably. But “eventually” is doing significant work in that sentence.
