OpenAI's API supports function calling, a capability that lets models interact with external tools, databases, and services, and it's one of the most consequential architectural decisions developers face when building production AI applications. Here's what the documentation actually says, and what it means for teams choosing which API to build on.

Pick the wrong API architecture early and you rebuild everything later. For developers evaluating LLM APIs for production applications, function calling isn’t a nice-to-have feature. It’s the mechanism that determines whether your application can actually do things in the world, query a database, call a payment processor, update a CRM record, or whether it’s limited to generating text.

According to OpenAI’s developer documentation, function calling (also referred to as tool calling) provides “a powerful and flexible way for OpenAI models to interface with external systems.” The architecture works by allowing developers to define a set of functions with structured parameters. The model decides, based on context, whether to call one of those functions and returns a structured JSON output that the application then executes. The model doesn’t call the function directly, it signals intent, and the application handles execution. That distinction matters for teams thinking about trust boundaries and error handling.

Why does this matter for teams evaluating APIs right now? Three reasons.

First, tool-integrated applications are no longer experimental. Agentic workflows, where AI systems take sequential actions across multiple tools, depend entirely on reliable function calling behavior. Teams building on APIs where function calling is poorly documented or inconsistently implemented pay for that in debugging time and production incidents.

Second, function calling behavior varies meaningfully across providers. The structured JSON output format, the model’s tendency to hallucinate function calls, and the handling of ambiguous user intent all differ. Developers who’ve only evaluated APIs on raw generation quality may be surprised when tool-use behavior diverges from expectations in production.

Third, OpenAI’s documentation on rate limits makes clear that API access is tiered and subject to change. Teams building at scale need to account for rate limit constraints when designing agentic workflows, a pipeline that works in development can fail in production if it hits token-per-minute or request-per-minute limits at the wrong moment. Consulting current documentation for your target model tier before committing to an architecture isn’t optional.

The practical implication for technical decision-makers: before committing to an API for a tool-integrated application, test function calling behavior specifically. Not generation quality, not latency on simple prompts. Test whether the model correctly identifies when to call a function, correctly structures the JSON output, and gracefully handles cases where no function call is appropriate. Those three behaviors account for most production failures in agentic pipelines.

OpenAI’s function calling documentation is publicly available and detailed. It’s one of the more complete API references in the space. But documentation quality and production reliability aren’t the same thing, and teams building on any LLM API should treat their own evaluation data as the primary source of truth.

One structural note for developers thinking about long-term API strategy: function calling implementations tend to be sticky. Migrating an agentic application from one provider’s tool-use schema to another’s isn’t trivial. The architecture decision you make today carries forward. That’s worth weighing carefully when comparing API options, even if the immediate performance differences appear marginal.
