NIST AI RMF 1.0 is voluntary and sector-agnostic, built around four functions: Govern, Map, Measure, and Manage. ISO/IEC 42001:2023, published in December 2023, is the first international standard providing certifiable requirements for an AI Management System. It gives organizations a structured path to third-party certification, something neither the EU AI Act nor NIST AI RMF provides directly, though ISO 42001 conformity can support EU AI Act compliance pathways.
The integration value is real. An organization that builds its NIST AI RMF program with ISO 42001 structure creates a documented, certifiable governance system. That same system maps onto the EU AI Act’s high-risk obligations, reducing the compliance effort from three parallel programs to one foundational architecture with framework-specific extensions.
