NIST’s AI Risk Management Framework has been moving in one direction since its initial release: outward. It started as a general framework for AI risk management. In July 2024, NIST AI 600-1 extended it specifically to generative AI systems. Now a concept note signals the next extension: a sector-specific profile aimed at critical infrastructure operators. The pattern is deliberate, and compliance teams in high-stakes sectors should be paying attention.
According to NIST, the new profile is designed to guide operators toward risk management practices for deploying AI-enabled capabilities within critical infrastructure environments. The concept note stage means this is not yet final guidance, it’s a structured signal that NIST is developing the profile and, typically, an invitation for public comment before the final version is released. The sectors the profile addresses are consistent with NIST’s established critical infrastructure taxonomy: power grid operations, water systems, and transportation networks, among others. The Builder notes that specific sector coverage should be confirmed against the concept note text directly before taking operational action.
The reference point here is NIST AI 600-1. That profile translated the core RMF concepts, govern, map, measure, manage, into specific considerations for generative AI: hallucination risks, data provenance, human oversight requirements, and third-party model governance. A critical infrastructure profile would do the same for a different risk surface: operational technology integration, safety-critical decision support, supply chain integrity for AI components in industrial control systems. The failure modes are different. The framework logic is the same.
For critical infrastructure operators, the significance of a concept note is forward-looking. NIST’s voluntary frameworks don’t carry regulatory force independently, but they have a well-documented pattern of becoming the basis for regulatory requirements once agencies adopt them by reference. The Cybersecurity Framework followed this path. The AI RMF is following a similar trajectory. Operators who align their AI governance programs to the RMF now are building on a foundation that is likely to underpin future mandatory requirements, whether through sector-specific regulation from FERC, EPA, or DOT, or through broader federal AI legislation.
The immediate action for compliance teams is specific: obtain the concept note from NIST.gov, review it against your current AI governance posture, and identify gaps before the final profile is released. The comment period, if NIST follows its standard process, is the moment to engage on definitions and requirements that will shape the final document. Once it’s final, you’ll be implementing it, not shaping it.
