Japan's AI Act Is Now in Effect, and It Looks Nothing Like the EU's

According to available reporting from legal practitioner analysis of Japan’s 2026 legal framework, the AI Promotion Act in effect as of March 2026 relies on what practitioners describe as an “innovation-first” approach, soft law guidance over prescriptive criminal penalties, state support for AI development, and enforcement through transparency and reputational mechanisms rather than fines or prohibitions.

The governance structure, according to the same source, centers on an AI Strategic Headquarters chaired by the Prime Minister.
