A single gigawatt-class data center can cost upward of $50 billion to construct and equip. To sustain investment at this scale, the AI industry has developed what analysts call circular financing: a system where hardware and cloud suppliers invest directly in the startups that are their primary customers.

Amazon’s total investment in Anthropic reached $8 billion by late 2025, with Anthropic committing to AWS as its primary cloud provider. Google’s parallel deal with Anthropic involves access to up to 1 million TPUs, valued in the tens of billions. The capital flows out as investment and returns as cloud service revenue.
